History of September 11 attacks and the legal pursuit of accountability:
The September 11 attacks were al Qaeda’s 2001 mass-casualty assault on the United States, rooted in the group’s rise during the late 1980s and followed by lasting changes to security policy, military strategy and victims’ pursuit of accountability. The historical record attributes the operation to al Qaeda, while civil claims concerning alleged assistance by others remain matters for courts to assess under applicable evidence and law.
1988: Al Qaeda emerged from networks built during the anti-Soviet war in Afghanistan and developed into a transnational militant organization under Osama bin Laden.
1998-08-07: Bombings of the U.S. embassies in Kenya and Tanzania killed 224 people and demonstrated al Qaeda’s capacity for coordinated mass-casualty attacks.
