History of Australia’s cash-rate framework and inflation targeting:

  • The Reserve Bank of Australia adopted a 2–3% inflation target in the early 1990s and formalized it with the government in 1996. The target guides interest-rate decisions aimed at keeping prices stable while supporting employment.
  • 1990-01: The central bank began publicly announcing changes in the stance of monetary policy, expressed through overnight interest rates. This made the cash rate a clearer operational signal to markets; it did not make a particular rate level the policy’s ultimate objective.
  • 1993: Australia adopted an inflation objective of 2–3% on average over the business cycle. The framework emerged gradually after the early-1990s disinflation rather than through a single legislative change.
  • 1996-08-14: A joint government–central-bank statement formally endorsed the 2–3% medium-term inflation objective and clarified the bank’s independence and accountability. The wording allowed inflation to vary temporarily around the objective.
  • 2020-11-03: In response to the pandemic downturn, the cash-rate target was reduced to 0.10%, alongside a lower three-year government-bond yield target and a government-bond purchase program. These measures show that the operating framework could extend beyond the cash rate when rates were near zero.
  • 2022-05-03: The cash-rate target was raised to 0.35%, beginning the withdrawal of pandemic-era monetary support. The decision was framed around stronger-than-expected inflation and improving labour-market conditions.
