Trends:
Defense & Military — October 6, 2026: Missile modernization remains focused on live testing. Missile forces are being updated through live validation of new or extended-range systems. France tested the M51.3 from its Le Vigilant ballistic-missile submarine after maintenance, while Pakistan tested an extended-range Fatah-4 cruise missile and said it assessed upgraded subsystems. The systems and missions differ, so the events do not establish a shared cause or a change in regional balances; they do provide fresh evidence of continued emphasis on long-range strike readiness.

History of France’s sea-based nuclear deterrent and the M51 missile:
France’s oceanic nuclear deterrent grew from its 1960 weapons program into a submarine force that has maintained an unbroken at-sea patrol since 1972, making concealment and assured retaliation central to its strategy. The force evolved from Le Redoutable and M1 missiles to four Le Triomphant-class submarines armed with successive M51 variants. Its purpose is not battlefield use but to deter an attack on France’s vital interests by preserving the capacity for a retaliatory strike even after a first strike.
1960-02-13: France conducted its first nuclear test in Algeria, establishing the national nuclear-weapons program from which its independent deterrent force developed.
1964-10: The Strategic Air Forces entered operational alert with Mirage IV aircraft, creating France’s first continuously available nuclear delivery arm.
1965: Work began at Île Longue in Brittany on the base that would support ballistic-missile submarines and their protected deployment cycle.
1972-01-28: Le Redoutable began France’s first operational deterrent patrol. Since then, France has maintained at least one ballistic-missile submarine at sea, providing a survivable retaliatory capability.
1996: France started development of the M51 to replace the M45 missile as its future sea-based strategic weapon; the program was intended to improve range, accuracy and resilience.
2010: The M51 entered operational service aboard Le Terrible, beginning the transition of the Le Triomphant-class submarine force to the newer missile system.
2025-10: M51.3 entered operational service, continuing the modernization of the sea-based force while retaining the long-standing requirement for continuous submarine patrols.
