Your daily briefing on the world, markets, science and technology.
Snapshot:
October 24, 2026 — Storm Boelo disrupted flights and ferries across Ireland and Northern Ireland, leaving about 13,000 Irish homes, farms and businesses without power by Saturday evening.
October 24, 2026 — More than 400,000 people marched across France over school funding, teacher shortages and living costs; police made arrests after clashes, though most marches were peaceful.
October 24, 2026 — GMO Internet, a Japanese cloud provider, kept all Onamae.com Desktop Cloud servers offline while investigating a breach that may have exposed trading-account logins on up to 26,739 servers.
Geopolitics & Military Activity:
October 24, 2026 — Ukraine’s Defence Ministry said Starlink and Starshield satellite links returned to normal speed across Ukraine, restoring stable service for fast-moving drones, frontline logistics and military communications after earlier limits.
October 24, 2026 — Ukrainian President Volodymyr Zelenskyy imposed sanctions on 83 people and companies linked to Russian ballistic-missile production and military supplies. The measures freeze or restrict assets under Ukrainian control; their wider effect depends on other countries adopting similar limits.
Economics & Markets:
October 23, 2026 — October 23 — China’s securities regulator approved Citi, a United States bank, to set up a wholly owned securities company in Shanghai, China. The planned unit can offer brokerage, underwriting, research and trading, but Citi must finish legal steps before it starts operating.

Business:
October 23, 2026 — American Express, a United States payments company, said it will cut about 3,500 jobs worldwide to simplify its organization. The company has not said which locations or roles will lose jobs.
Politics & Society:
October 24, 2026 — Prime Minister Giorgia Meloni’s government sent 500 soldiers to Milan, Italy, and tightened protest penalties after last weekend’s looting. Shops boarded windows or prepared to close as new demonstrations began in several Italian cities.
October 24, 2026 — Thousands rallied in Istanbul and Ankara, Turkey, against arrests, media closures and state-appointed administrators at news outlets. The protests called for the release of jailed journalists and continued access to independent news.
Cyber:
October 23, 2026 — In the United States, the Cybersecurity and Infrastructure Security Agency (CISA) added two actively exploited software flaws to its urgent-patching list. U.S. federal agencies must fix affected Collabora Online and Arista VeloCloud systems by October 26; attackers could take control of vulnerable servers or reach protected network functions.
Science & Technology:
October 23, 2026 — Amazon Chief Executive Andy Jassy said Amazon Web Services has reserved most of its cloud capacity through 2027 because of demand for artificial-intelligence computing. Businesses seeking large new contracts may have fewer AWS options while Amazon adds data-center capacity.
October 24, 2026 — The United Kingdom government announced an AI Biosecurity Lab with £100 million in public funding and up to £200 million in support from OpenAI and Anthropic. The planned lab is meant to help UK agencies detect and respond to biological threats.
October 24, 2026 — Malaysia Prime Minister Anwar Ibrahim said an unnamed global investor plans to invest US$50 billion in AI, technology and data centres in Kuching, Malaysia, and Peninsular Malaysia. The proposal has not been completed, but could add regional computing capacity and jobs if carried out.
Trends:
Citi’s approval to build a Shanghai, China securities company adds a foreign bank to China’s local market, though it cannot operate until further steps are finished. Ukraine restored Starlink and Starshield speed for military drones and logistics. The United Kingdom announced an AI biosecurity lab; it is a funded plan, not yet a working lab.
What to watch: Watch whether Citi completes its licence steps in Shanghai, China. For Ukraine’s satellite links, watch whether stable service continues at the front. For the UK lab, watch whether pledged funding becomes tools that agencies can use.
Statistic of the Day:
Labour productivity in Canada’s business sector rose 1.0 percent in the second quarter of 2026 compared with the first quarter of 2026.
Labour productivity measures the inflation-adjusted output produced for each hour worked. Canadian business output rose while total hours worked edged down, lifting this measure during the quarter.
History of Low-Earth-orbit satellite internet:
Low-Earth-orbit satellite internet grew from an old idea into networks of many moving satellites that pass connections between ground terminals. By flying far below traditional high-orbit satellites, they can cut delay, but need large constellations and careful management of radio signals, debris and astronomy.
1945: 1945 — British writer Arthur C. Clarke described satellites circling with Earth once every 24 hours. His high-orbit design would seem fixed above the equator, reducing antenna tracking, but its distance pointed to the appeal of lower, faster links.
November 1, 1998: November 1, 1998 — Motorola’s Iridium began commercial service through 66 low-orbit satellites. It showed handheld phones could work beyond cell towers, but high costs and expanding cellular networks helped push the original company into bankruptcy in 1999.
March 28, 2018: March 28, 2018 — The U.S. Federal Communications Commission authorized SpaceX to deploy 4,425 first-generation Starlink satellites. The decision gave formal permission for a much larger consumer internet network using radio links to ground terminals.
May 2019: May 2019 — SpaceX launched 60 Starlink communications satellites, beginning regular deployment of its network. Their bright trails also appeared in astronomical images, making the effect of large constellations on observations a practical issue rather than a forecast.
December 1, 2022: December 1, 2022 — The FCC allowed up to 7,500 second-generation Starlink satellites, while deferring the rest. Its conditions addressed interference, crowded orbits and astronomy; today, these networks complement ground systems in remote places and for moving users.
